That's a staircase in the Univ. There's art like that all over the place

This could be a really nice guy, but I strongly dislike him. Every morning he brings around these gas tanks to deliver, and to let everyone know he's here, he bangs the tanks together forever. Not just once. I think he just drives around the block and then sits under my window and does it again. It's super loud and super annoying

Still havent ventured inside here. Maybe it's a bank? Who knows
